Carli R. Pinner is the Republican endorsed candidate running for Delaware County Treasurer. Her dedication to civic duty is rooted in transparency, service, and a sincere commitment to represent every corner of Delaware County with integrity and effectiveness.

Carli was born and raised in Downsville, a hamlet within the Town of Colchester. She graduated from Elmira College in 2019 with a Bachelor of Science degree in Business Administration.

Carli began her County career in 2018 as a Clerk for the Personnel Department. After college graduation, she served as Principal Account Clerk with Delaware County Office for the Aging (OFA), where she handled accounts receivable and payable, as well as state, federal, and local grant reporting.

Carli was promoted to increasingly responsible positions within Delaware County agencies. In 2022, she was promoted to Business Manager at the Department of Fiscal Affairs. Responsibilities included accounts receivable for various departments, financial reports for the Clerk of the Board, reconciliations, budget and ledger journal entries for all county funds, and assisting departments with budgeting issues. In 2025, Carli accepted the supervisory role of Fiscal Manager, where she now is responsible for accounts receivable, accounts payable, investments, payroll functions, reconciliations, and assistance with budget and audit preparation.

Carli’s proven experience and performance in Delaware County fiscal management and her proficiency in technology make her a strong qualified candidate for Delaware County Treasurer.
